I spoke to the Property owner Washington Investment Properties and was Informed that these people were going through some financial struggles. They also told me that Recovar was 4 months behind on their rent and was evicted which would now explain the P. O Box on their website. Funny Their website is now under construction. Do not send money to a collection agency who has a p.O. BOX!!! The Lawyer for UPS are Peter Davis 202-887-1597 and if you gave these thieves money for the UPS account you need to contact the Lawyers for UPS. I spoke to an informant that was close to Recovar and he gave me very valuable information.information like Mr. Bill Toten would delibertly hold checks to put The people paying them in default. Now get this When you paid them they wouldnt pay the creditor IE southwest bell UPS etc. They got your MONEY but never paid your debts. Mr Bill Toten was referred to a mean snake and was only out for himself. Mr Barts is not a Lawyer even though he claims to be! If he was a Lawyer then he would be registered with the court of appeals consumer protection division. He does not have BA in business because you have to go to school to get one. Howard university has no record of him. Also he is not a member of the Maryland State Bar. Jermaine Boyd is just a flunky and a yes man who just takes orders.
