Took my money but delivered nothing in return

In May I went to JK Harris to help me with a IRS tax problem. They told me I was eligible for a offer to comprise and I filled out the paperwork and agreed to an installment agreement of which when complete I would owe them $3500.00. After several conversations and emails with my case worker at JK Harris and being told several times that things were moving along and being taken care of, in October my bank accounts were seized by the IRS. I called them to find out what happened and was advised that they were never contacted by the JK Harris and they only conversation they had regarding my taxes was with me in 4. I then filed a dispute with JK Harris 10/07 and they offered to return $500 of my $2100 that I had already paid because they felt filing paperwork that the IRS never recd was just cause to keep the $1600 difference. I then filed a second dispute which was not resolved until 2 where they now offered to return $700 of my money and keep $1400. On 3/05 I spoke to Chris DeBeau at JK Harris who is the director Support Division and agreed to settle if the monies which I needed terribly, if they were returned to me immediately. His exact words by email were "If you sign and return the general release, which authorizes a refund check in the amount of $698.00, we will have your check issued no later than 3/21/08". So I signed and emailed it in. Well here it is April 29th and I still do not have the money. JK Harris and Merchant Services credited the monies to the bank account that was seized by the IRS and closed 10/07 (that is where they were debiting my installment agreement from). According to the bank the monies were not accepted and offered to talk to JK Harris. JK Harris is saying they can not call them due to the privacy acct and until Merchant Services has the money back or the bank provides evidence in writing they returned the money, I am out of luck. Almost 1 year later, I have no money back from them, I have a $35K tax lien and pay the IRS $570 month that I can not afford. Thanks JK Harris for nothing.
