Ripoff

I was contacted in July to apply for a fee of 19.99 and was told I would receive a packet within 2 to 3 weeks, I never received the packet and my bank account was drafted for 159.00, and I have tried to contact these people several times and could not get anyone. Called phone company with the Florida address and they told me there was no such listing.
