Mislead me into believing that I was approved for a business grant up to $252K

I received a phone call from a woman identifying herself as Kelly Boyle from Venture Capital Financial regarding my recent inquiry for a business expansion grant.

Ms. Boyle asked a few questions regarding the nature of my business and what am I looking to do with the money. She then placed me on hold for approx. 10 minutes. She returned to inform me that I was approved for up to $252K and gave me a confirmation and approval ID number to refer back to.

Ms. Boyle further explained that she would email me a welcome letter and consent form which needed to be signed and sent certified mail within 3 business days to 590 Bloomfield Ave, Bloomfield NJ 07003. I was to include a certified check or money order for $439 payable to Venture Capital Financial. She was insistent that I not add her name anywhere on the check. The money was to cover third party cost of writting the proposal. I was further instructed that if I did not accept this offer within the 3 days, I would miss out on the opportunity and would not be able to apply again until March.

Once I sent the certified check I was to call the 866-875-5366 to give the tracking number so that they can trace it. Ms. Boyle further explained that I would receive an application within 4 weeks that would require my signature and I was to include 6 months of operating cost to show how the money is being allocated. She even gave me her direct number to call should I have any questions (908-280-0415). Imagine my surprise when I call this number 3 weeks later to check on the status and received a message that the number is no longer in service.
