E-mail approval, to secure loan pmt theft via moneygram pmts, no loan no refund

I was e-mailed and responded to a debt consolodation loan and was approved my credit is fine but wanted to lower interest rates over a couple of loans.
After recieving this email stating to call Ms. Gloria Spencer I did so only to find out that I had to assure this loan with a $3018.00 down payment for a 60k loan so I sent it in only later to be told I needed $1057.00 more so I sent that in and was assured that my loan would be here in 24hrs.

But when that didnt happen I called MANY more times when I finalyy reached Ms. Crystal Prescott who told me that my loan was being held for closing fee payments, she stated that if I didn;t pay these fees that I couldn;t even recieve a refund of my money transfers that were previously sent in, So after much delay I paid those fees also, Amount=$641.00.

So now Iv'e paid $4762.90 in fees for nothing, and when you call the office, customer service is " UNAVAILABLE" how can this company in the heart of Chicago fraudulently just Steal money from people and get away with it? I have ALL e-mails and paperwork to attack this fraud and put it's owners behind bars where they belong!!!
