Unauthorized charge to my bank account!

Requested Disc online In The Actual Success Start in Dec for $1.95 about working at home companies and some nights later was billed another $39.90 and was debited from my bank account. I've since named 6 times looking to get a reimbursement and every time I talk to someone different and obtain the same kind of tale about how exactly "they're having an issue using the computer program and my reimbursement check is able to be shipped but will require another three or four months. I questioned who the founding father of the corporation is and was told Daniel Wagner. And so I questioned how I might enter contact with Mr Wagner and that I was informed they did not understand of his whereabouts.
