CESI Instructed me not to pay - then I was stuck with 100's in fees

CESI is ok, but obviously still new (this is written Jan). My issue was with the Macy's creditor which 'never received' the CESI proposal and tacked on double the fees to my original balance. I called CESI numerous times and they instructed me that paying bills directly (and not through them) would remove me from the program and cost me a lot of money. I just got off the phone with them again, because 'surprise' Macy's will not refund the fines they gave me for the 5 months they 'couldn't find CESI's proposal' and neither will CESI. So I am stuck in the middle (with more fees!!!) of two finger-pointing with each other.
