Ripoff false promises

I got a call stating I would get a $2000.00 creidit limit and all it would cost me was a one time fee of 199.90 and a 10.00 fee a month I thought it over and said yes they cashed my check and took out the monthly fee. I didn't recieve my card I called the company and they said I would get 8 weeks later I still had not recieved my card I called the company and the phone # was not working filed a claim with my bank only to discover that I was to late they only had 60 days to refund my money. So now I have to find a way to get the company to refund my money.
