Took my money and didn't send credit card false promises

They debited 247.00 from my checking account and didn't send me a secured credit card, that was promised to me. Then to top it off when you call the customer service line you ALWAYS get the answering machine, that says you will be contacted in 72 hours. I have left a bizzillion messages and no phone call yet.
