Ripoff

I was called to inform me that I could get a visa, or mastercard with a $2000 limit by only sending a one time $199 dollars and then paying only $10 a month. I was not sure if I wanted to do it, but the operator told me that I would have the card in 7 to 10 working days from payment of the $199 so being that I was going on vacation in 3 weeks I thought if would be great for me incase I needed some extra money on vacation. Well I had a good vacation, but I am still waiting on my credit card as of today.
