Ripoff consumer fraud ripoff

I also was promised a package to be delivered to me by UPS within 4 weeks of 8/2 by this company. They offered me a $2,000 credit limit Mastercard with 0% interest, no late fee charges, and a minimum monthly payment of $10 no matter what my balance was. It is now 9/18, I still not have yet to receive the package.

They deducted $190.90 from my checking account on 8/2. I tried calling them but I get a recording saying that their business operations have been suspended.
