Prepaid Debit Card improper disclaimer Internet

Purchased a prepaid geendot visa on 11/28/07 and the directions on the back indicated you just purchase it, call the company, give your information and the card will be activated. I spent 400.00 (380 for the card and the rest is the activiation fee) and when i called the customer service department at 1-866-443-6227 i spoke to a customer service rep who took all of my information except my driver's license #, even down to my cell phone carrier! He informed me that the card would be sent to me in about 7 biz days which was fine, i knew that. I also knew that he could give me the number over the phone so i could begin to utilize the card as i purchased it to pay some bills asap.

Well the rep then informed me that my information was not able to be verified and that it would have to be reviewed in 2 business days. So naturally i got very angry because nowhere on their card does it say that this can happen. I requested a supervisor who just reiterated what the rep said and informed me that is just how it is and basically that they cant do anything about it and he gave me two different telephone numbers to call that naturally were closed now.

He also informed me that if i wanted a refund that in itself would take 7-10 biz days also and that he cant issue a refund anyway until after the 2 biz days review is over. So not only do they have my 400.00 tied up, if they cant "verify" my information what happens to my refund? Who keeps my money. They have no disclaimer on their packaging that says that this may happen or i would never have purchased it.

Now, my bills will go unpaid because they will not relinquish my money. FYI, they refused to give me an account number and all their other customer service numbers require an account number to be put in touch with customer service!
