Possible US Postal Scam

I received a letter from this company dtd Oct 16 explaining that I owed $119.86 for an account from Nov 11,1996. However they were nice enough to allow me to get a 50% discount for paying now.

Two problems. I never to my knowledge have ever had an account with a company called Fingerhut and the name on the address of the? Bill? Wasn't my name. I believe this may be some sort of a scam and have notified the local US Postal Authorities to have it checked out.
