Fraud - send the money THEN get the terms?

I just got my letter from Union today. Thank God I had the foresight to Google it first, and find this site. It saved me $37. They want the MONEY, THEN will send you the terms/details of membership. It does NOT specify what type of credit card they offer, although it REFERS to Visa and Mastercard if you were recently declined by those - just a platinum "their" card - probably not accepted in most places.
A big red flag for suspicion is that I am not a member of any union. There is no union for my type of employment.in order to get your $37 back, it will be fully refunded with your first purchase using the card - and again, what KIND of credit card, and what if you do not get it? According to that one sentence, that is the only way of getting your $37 back. I am SO GLAD I googled it found this site! Thanks!
