Owe money to people. Non responsive

I am very disappointed with this company, in May I received a letter from my creditor that I had owed and they told me I was paid off. They in turn sent me refunds.

When I contacted NCRC the person who answered the phone said no one was ever in. I then in turn contacted Consolidated Credit Counseling Services, Inc. They told me to contact them via email. I have done this several times, I have also faxed them but now the fax number does not work.

Today, September 5th I contacted Consolidated Credit Counseling Services and they stated they are no longer handling anything with them unless you signed the paperwork.

I would like to know where my refund is from them.
