Fraudulant and ripoffs charges

I received a letter saying I had a credit limit of $6500 dollars, the membership card was included all I had to do was activate it so I did and now I want to order from the catalog but I have no catalog and worst of all this membership was 199.99 that I was suppose to receive back as credit for a bill payment or a purchase. I have tried calling there customer service line but there is never an answer. The only people who answer are the people who collect the money from your checking account and they say to keep trying the customer service line.

I'am frustrated and want my money back, What can I do?
