Beware! Completely misleading solicitation

I received an invitation thru the mail for a VISA Card with a credit line of $15,000 guaranteed. All I had to do was sign the certificate of Acceptance & to send $37.By mail. The certificate made it clear that this is a guaranteed (under California Law... Blah! Blah! Blah!)$15,000. Credit line. I sent the $37 (cashier's check 'coz I had doubts that if I send my personal check, they might wipe out my account with the routing & checking account information). I had my doubt but nonetheless, the offer was so tempting. The State of California should prosecute companies running scams like this. Imagine how much have they collected? They should be punished where it hurts... in THEIR P O C K E T!!! Why not have a class action law suit..?
