They have a new one. Utilities drawing for 50,000.00 just a lie

I got the letter that said that i was a winner of a UTILITIES DRAW.

Then they say that ther firm would pay the surcharge.
I do not have a bank. When i called them i was told the check was good and could go to a curnency exchange to cash it. When i did the check was kept to be trun over to the state as confite.
