Mail stuffing scam - you send them $40 they send you a piece of paper full of bS. You get no evelopes nothing to mail this is a complete scam

Over the internet I found a company who offered you $5 an evelope to stuff and mail off they had a 1800 number. I called the number and left my name and address, they sent me a letter saying they want $40 to insure that I was serious that they could not afford to send all the supplies needed to everyone. They also stated that it was cheaper to have people work from home for five bucks an evelope than to hire a company to do it. They made it sound legit. They even had it to were you could send like sixty bucks for express delivery. About a week and a half later I recieved a packet that had no evelopes no nothing but a paper telling you to either make flyers or put in the newspaper these short quotes that didnt even have any expanation. Basicaly it wanted me to scam to get the five buck a person. This was not explained before i sent my money and not clearly even afterwards. It says I can not get a refund unless I fail like 15 other at home businesses "scams". I did not sign up for that, and I did not get what I payed for. What can I do? I am a mother of two, struggling to survive right now, this isnt fair I dont have 40 dollars to just throw away.
