Ripoff Wow! Is this legal?

I've been receiving phone calls from a couple of people from NCO with regards to a debt. While discussing this debt, the person told me... Okay, I will mark in our files that you are disputing this charge. BUT, I do want you to know, from looking at your credit, you have a history of making these same kind of bad debts to other companies in the cellular phone industry. I about FREAKED when he told me this.

I asked him what he was talking about and he told me there was a $500.24 collection against me from ANOTHER collection agency showing up in my credit bureau. "SO, the odds the company is not going to agree with your dispute and instead cite this other collection." I told him I check my credit every 3-6 months and do not know of any collection and I asked him what he was talking about. He proceeded to give me the NAME of the other collection agency, the amount of the debt and the date.

Now, 1. Is he ALLOWED to look at that information? And 2.30 minutes after I finished the call, I pulled my credit on truecredit.com and it showed NOTHING in collection. So, I called truecredit and they knew of no problems THEIR website was having. Which leads me to my final question, does anyone know of ANOTHER name NCO may go by? Something COMPLETELY different... I believe he said it was something with Calvart in the name. Does anyone know if he is pulling something up from within his computer?
