NOVUS Discover Card raised my fixed APR-3 times!

One day I was watching Oprah and they made the comment to call your credit cards to lower your APR. At the time-I believed mine was at 19.99% fixed. Of course I would like something lower. Who wouldn't? So I called, and as I'm on hold I look at my latest statement. My APR is 23.99?!? How is that possible. I go through my previous statements-and yup-three times it had been raised. First to 21.74, then 22 something and finally 23.99. How could this be? I made payments almost the day my statements came out and it was always over minimum. Well-when someone answered they told me-sure-we can lower you to 19.99%. I laughed and told her that's where I thought I was when I first made the call. It's currently at a variable-barely underneath the 19.99%. That-I was told-was the best they could do for me. A customer who promptly made payments and who had once upon a time had a FIXED APR. Crooked business if you ask me!
