Ripoff - Fraudulent Billing - No Customer Service ripoff

After 2 years of having closed the credit card account, Capital One decided to re-open the account and charge a "annual finance charge". They however did not notify me that they did this untill I was 2 months "late" on paying the finance charge. Upon calling their "customer service" I was told that they have no record of a closed account and that they will close it now, I just have to pay the total of $100.35 in late fees and the annual finace charge first.
When I objected and asked to speak to a superviser, I was hung up on. When I called back right away, there was a message saying that there is no information on the account untill the next morning at 8 am. I have called everyday since then and get the same message. There is not an option to speak with a rep anymore.
Today, a week later, I recieved a letter via mail that stated I owed $100.35 and the account will remain active until that is paid. Still I can not talk to a live person through "customer service". The account was closed for 2 years to the day. Why are they authorized to re-open an account without want or notification?
