Declined an online money transfer and still withdrew the money from my visa account

I attempted to make an online money transfer using Western Union. At the end of the online saga I was told I needed to call their customer service people to do the transfer. I called them and he told me that he would need to do a manual transfer. He attempted to do the manual transfer but it was declined and I was told that I would need to do this transfer in person due to the high rate of fraud in the country I was attempting to transfer to.
Since I was at work on a ship I told him that it was impossible right now and that I would have to do it some other way. Four days later I checked my bank accounts and saw that there was a debit of the transfer amount from Western Union. I called them and asked them what was going on and was told that the money would be credited in 15 days!

I cannot believe first of all that they actually take the money before the transfer is complete or authorized, and secondly that it takes 15 days to credit it back. I can't fathom the amount of interest they must make on all the monies they hold on declined transfers for 15 days! It's a big rip off in my eyes.
