Dishonest billing dispute practices and fraudulent use of the Fair Billing Act

RBS chargeback department deceptively handles disputed charges on customer's statements. I had a dispute back in the summer of '06. I called their chargeback department and was told not to send the dispute to them in writing, but they would send me a "dispute form" instead.

This is a lie they tell the customer to keep you from sending in a written dispute so they can dismiss your dispute under the Fair Billing Act, which states that a credit grantor must receive your dispute in WRITTEN form concerning a billing error within 60 days of the statement containing the error or disputed amount. So, they tell you to wait for a their "dispute form" - that they never mail out to you, and after 60 days and several statements telling you not to pay the disputed amount, they send you a letter informing you that you have waived your rights to have the matter investigated under the Fair Billing Act!

They are abusing the spirit of the Fair Billing Act which was created to protect consumers, and are dishonestly using it against them. The FTC and OCC should do their job and investigate RBS!
