Pre-paid for a loan that was never received

After prepaying for a nonexisting loan, I called to get my money back. I was told it would take 4-6 weeks. I went on line and it is illegal for businesses in the state of New York to demand any payments for loans that are not availble when the loan tractions are done over the phone.

I gave the company's rep that I dealt with until 12/14 to give me my money back before I would file a complaint with the attorney general's office. I am also filing a complaint with Pa's attorney general since I live in Pa. I am thinking of going federal. On top of everything my money went to Canada, so who knows maybe Canada will be next.
