Interest Raised to 31.99% on Unused Card Never Paid Late

These people have raised my rate to 31.99%. I have never been late on any payment to any of my credit cards, and I do not use this account. They are taking advantage of me, knowing that my other cards are pretty maxed out and that, because of my age and my credit card debt, I can't find anyone to take the balance for me. I am forever paying this card and almost ready to let it go to collections because they have no reason to raise my rates. I have called, and they say it can't be changed.

I was a Sears shopper for 50 years, and I am ready to picket their stores. Something should be done. They have to be raising me every few months, but based on what? I will never shop with Sears again.
