Ripoff they are at it again

These bottom feeders are at it again. I received a notice from my credit monitoring service that NCO Financial Systems made an entry on my credit report for $56.00 in collections. I have never received any correspondence or telephone communications from these idiots.

I believe this is an old AT&T debt that Palisades tried to put on my credit report in the past. I disputed this with the credit reporting agencies in August when it showed up when I applied for my mortgage. It was removed and does not appear on my latest credit report which was pulled in May. I never owed AT&T anything!

Are these jerks allowed to buy an old debt that was sucessfully disputed and just enter it on a person's credit report? Who do I dispute this with, NCO or the credit reporting agencies? I'm afraid that if I contact NCO asking them to provide me with proof of the debt that I will just open a whole can of worms with them.

Are they allowed to enter something on someone's credit report with ever trying to contact them? I am quite easy to find. I've lived at the same address for 6 years and I'm listed in the phone book. When I moved from my old address, my mail was forwarded and the person who moved there had my address just in case something missed getting forwarded.

I think my best course of action is to dispute it with the credit reporting agencies but just thought I'd ask some of you "collection agency" gurus here first. I will, most definitely, be filing a complaint with the FTC on these bottom feeders. From what I've read, they have had quite a few complaints filed against them already.
