1% Loan Reduction Lie deceptive practives, lies, Ripoff

Wachovia began servicing my student loan consolidation out of no where. They never provided any notification that ACS would no longer be servicing and that now everything would need to go directly to Wachovia.
After 36 on time payments I am entitled to a 1% rate reduction according to my contract for consolidation. I have called on 5 occasions to ACS in the past year to verify when this would occur and on each occasion I was advised it would occur in October if all payments were recd. Now this week I called this new service Wachovia to inquire how many payments were made and how many more were needed for my reduction (already knowing it should be one). I was advised in today's conversation that I have made 35 payments but only 32 count? The rep and the supervisor can not explain how this is possible they just keep saying I need to make 4 more payments before my reduction. Wachovia refuses to put an answer in writing as to why I have been told for over a year that my rate would be reduced in October.in fact today the supervisor I talked to said that after 4 payments they would begin paper work and "in a few months" from there I would have a reduced rate. This is surely not what was promised and the date changes are unacceptable. Wachovia refuses to transfer me to anyone above the supervisor I talked to and refuses to answer my questions concerning my account.
