Ripoff They ripped me off of $200 by telling me that I could get a credit card with the limit of $2000

This company called me on the phone to tell me that I could get a credit card with a $2000 spending limit if I put a retainer of $200 up. I let them take the money out of my checking account, they told me that I would recieve my card within 10-14 business days. After 2 weeks I still did not recieve my card so I called them on the phone they told me that it was in the mail. After a couple of more days, still no card, so I called them back to tell them that I wanted my money back, they told me that I would have to write them a letter of withdrawl and a copy of my bank statement showing that the money was taken from my checking account, I did all that and they still refused to refund my money back. Since then the company has changed their name from Capital Financial to American Financial Card.
