Ripoff, dishonest fraudulent billing Las Vegas Nevada

Raven Media who sells Grant Writer Pro is well aware of their fradulent intent by telling you that for just $3.95 you can get a copy of the CD with their program. They lead you to believe that this will be your only obligation. They use the word "Free". I am recieveing multiple monthly $29.95 credit card billings for their so-called free minus $3.95 initial charge.
What I don't understand is why this kind of rip-off internet site is allowed to continue to operate here in the United States. If anyone has any idea about how to shut this company down I would like to know what they suggest. Operating out of Nevada should have been a clue.
