Rip-off I paid a $39 membership fee for the platinum card and it was NEVER sent

I got a think in the mail that said for a $39.00 membership fee i could get a platinum credit card, with a $5000.00 credit limit and 0% intro. A.P. R 1st 12 months. I mailed the $39.00 to an address in miami fl (address above) and never was sent the card. I tryed to call the 800 number and it tells me the enter my card number (that i never got).
