Withdrew required payroll taxes from account via EFT Ripoff

CityPay filed my quarterly 941 with the IRS but didn't pay all that was due. I found out by an notice from the IRS. Because the money was already withdrawn from my account via EFT I didn't have the funds to pay it twice so I was forced to use a credit card for $7,761.79 withholding taxes owed plus $1,721.10 in penalty & interest for a total of $9,482.89. The Credit Card provider for the Government charged me a $236.12 fee. The credit card will charge me interest on the $9,482.89 because it will take me a considerable time to pay it off.

My other problem is that I followed your advice regarding the Federal Regulation E and my bank refuses to help me because they say this regualtion is for consumers only. My bank is First National Bank of Bangor, WI 54614. The phone number is 608-486-2386 and the person I am dealing with is Ardie.

I understand that approximately 200 businesses all over the US have been adversly affected by CityPay's fraud. Has anyone been helped by their bank to get the money returned to their business account?
