This is a marketing company who also uses First Marketing as the company name to which your credit card will be billed. They call consumers and tell them that they can get their interest rates lowered. When they receive the credit card number, they charge the card $695 stating that they will "negotiate" the terms, to which they never do. They then send the consumer a packet of paperwork and state that that is all they do. When calling, it sounds like a home-based business with a lot of noise in the background and they never let you talk to the person you ask to speak with.
