Home Loan Center - Lending Tree Loans ripoff paid 600.00 said it would be refunded if loan not approved no loan and they kept the money, no refund

I got a letter stating they could give me a low interst home loan. They asked me what I thought my house was worth, I told them. After they charged my credit card for $600.00, stating if I didn't get a loan it would be refunded. They had appraisal person come out and the house didn't come in as high as we thought, so no loan will be going through. They are now telling us that they are not going to refund my $600.00. I told them it wasn't my fauklt the house came in lower than we thought. I'm not in real estate, a lender or an appraiser. So why would they OK a loan before an apraisal was even in? Makes no sense to me.
