Ripoff fraud bait 'n' switch

I pulled a consolidation of my student loans from Nelnet because Sallie Mae offered me everything they were plus a 3% rebate. Now I've learned that they are not going to give me the rebate. This sounds like the ol' bait n' switch. Anyone have any advice.
