CCS ripoff mail fraud

I received a letter in the mail from a company called CREDIT COLLECTION SERVICES. The letter states that it is a FINAL NOTICE that I owe $2,197, 23 with ALLSTATE INSURANCE COMPANY'S name next to it. I call the 1-800- for an explanation of the debt owed and the response I received was it was in regards to an automobile accident involving a 1996 vehicle that occured on 5/26/1999. THAT IS ALL THE INFORMATION THEY WOULD TELL ME and asked for my credit card to pay the debt owed. I quickly hung up. Needless to say I was quite suspicious.
