Ripoff and lied about a false debt and won't provide proof or answer calls

I check my credit daily with credit manager and i recently noticed a collection account for $55 that says it has been reported for 3 years. It just showed up on my credit and the original creditor was AT&T Wireless. I contacted AT&T and they said they never reported me to Palisades and that i never had a balance owed with them. I disputed this with Experian expecting it to come off but it didn't. Upon contacting Experian i learned they require NO proof at all to verify any debt from anyone. They just send out an inquiry and get an automated response of yes or no. They said "you have to deal with Palisades". But they never answer the phone any hour of the day or night, i have left 4 messages and they have never returned any call. How am i supposed to deal with someone i can never contact. I sent them a certified letter and we'll see what happens. I can't see how a company can lie and ruin your credit and there's nothing you can do. Can anyone offer advice or help in getting this off my credit? I'd even gladly pay the $55 if it would get this off my credit eventhough the bill is completely false. I don't want to wait another 4 years with this ruining my credit when i have done nothing wrong. Any help would be greatly appreciated. Thanks.
