RIPOFF excessive trust fund fees

A trust fund we have is being charged $2500 ($1250 from the principal) a year in service fees while the income recived was only $130. Wells fargo says nothing can be done until one of the people listed on the trust fund dies (or they exhust the money through their fees!) Anybody have any suggestions?
