Trust fund charged $2,500 yearly against only $130 income

A trust fund we have is being charged $2500 ($1250 from the principal) a year in service fees while the income received was only $130. Wells Fargo says nothing can be done until one of the people listed on the trust fund dies (or they exhaust the money through their fees!) Anybody have any suggestions?
