Ripoff, Failure to prove who they are and who they represent

I originally received a phone call on 08/03/05 from a Mr. Watkins. He wanted me to confirm my social and would not tell me who he represented. I believe that if they are collecting a debt, they should be able to tell me who they represent. I believe they have no documents with my signature or any actual proof that I have a debt. The funny thing is that I have no outstanding debts that are in bad standing. Go figure. Do these guys just crawl out from the sewer system with they idea that they are going to scam someone?
