I just called the Post Office in Missouri and they told me to call the US Postal Inspector. The lady I talked to in Missouri knew all about the problems. I called the US Postal Inspector - 913-266-2400. She will send you a free form to complete and mail back to them and they will start investigating.
I would urge everyone to do it.
