Credit card fraud

They sent me an invitation to a 0% and free and guarantied credit card. To accept that offer i should deposit 39$ one time fee..
I did it. Later they sent me a catalog to buy frm and a credit card that works only if i buy from the catalog. It is is not a regular credit card. That means i can buy gas or grocerries from walmart. Etc..
I did not like it. I returned the card to them. But they never returned my money..
I tried to call the phone numbers are not working..
