This is suppose to be a credit card. Not! Another New Credit Card Scam!

Well I was sent a credit card in the mail, I call to activate the card. Well when I read the fine print I had to send a activation fee of 89.98, and also send the amount of money that I need to use each month before hand by means of a check. I discovered that this was actually a debit card and not a credit card. I have call them and cancel this card service but they keep saying that they do not see it where I wanted to cancel service with them. This is a rip off because they used this scheme to get people who need some kind of credit history. To call in and take their money I need some kind of resolution here I would like my money if all possible and for that place to be closed down that would be appropriate.
