AT&T collection Ripoff! Fraud

My husband and I just received his credit report and were shocked to see this. We just overcame him having his ID stolen 5 years ago and weren't happy seeing another one. At first I thought it was left over from the first theft and then I checked online and found all of this.

It is a collection bill stating $477 is over 120 past due. Last date of activity is 11/1999 and the report is still updated as of 3. I don't know how to get rid of this one.
