Esurance.com clueless, disorganized, raises premium at will

After Progressive started going amok in debiting my checking account three times in one month, I had made up my mind that I would try another company at the end of the policy term, after almost four years with Progressive. I did a little comparison shopping and got what I thought was a great rate from Esurance.com.
I did the online application, got locked in a rate slightly higher than the one quoted, due to a minor accident ($600 damage).. The only one between my husband and myself in a combined 50 years of driving experience. They then said it was "above the threshold" and raised the premium $55. Not really a big deal, other than the paid claim from Progressive was far less than reported to Esurance, of which I provided written documentation. Of course, I'm still waiting for the downward adjustment.
To add insult to injury, they send me emails demanding that I send them proof of prior insurance. I faxed the Declarations Page to them several times, as well as sending it to them via USPS Priority Mail with delivery confirmation. Today, I get a notice that they have raised our premium $220 for not providing proof of prior insurance. Never mind I have documentation that they received it. The only response I get via email are canned answers.
I have as of today, faxed the documentation to the California Insurance Commissioner's office. Perhaps they can "assist" Esurance in finding and/or comprehending the information submitted. Needless to say, I will be taking my business elsewhere.
