Never recieved product and billed twice!

I requested progress clean and another product on line and that we never received each one of the items and was charged twice from sophisticated clean and that they won't refund my account stating they already did! I returned to my bank where they explained they never returned my account they just charged me and not just for 149.95 however for 154.45!!! By which my bank says its because their home-base has ended seas and thus credit charged me extra!!! I'm as though i've been scammed and that i want to have an american individual i will realize contact me with this issue!!!
