Never received my watch - Tomato watch and then Levi watch

I orderd a watch in october. I have not received it yet. They make promises, but NEVER deliver. I have to hold the line for at least 30 min before I can speek to somebody. They ignore my emails. Now the watch is out of stock. They will replace it with other one, but still they do not keep there promose to deliver last week! What do I have to do, they ignore me and dont want to help me. I dont now what to do any more...
