Toxic material on pet toy?

Petsport's "Fling Thing" dog toy (tennis ball with nylon rope) gave my hands a severe red rash with itching seconds after trying to pull it off the cardboard backing it was attached to. I have handled many tennis ball/nylon rope toys (from other manufacturers) before and never had any allergic reaction; it makes me wonder what this toy has in it. I did see that there are many complaints on Amazon for another product that they carry. This product is made in China, which also makes me suspicious because of all the recent recalls based on toxic chemical contamination.
