I was driving through East Cleveland on April 4.
I received a camera ticket stating I was driving 28 mph at 11:59am. The flashing school zone light was not on and I had no idea that I should have been driving at 20mph. On 9/19 I received a collection notice asking me to pay $145.00 and if I don't pay this amount I will be charged an additional $100.00.
I believe this ticket is improper because there was not a flashing red light to inform drivers to lower they speed to 20mph and the fact that the children were inside the school building during the hour I was driving up Eucild ave at 11:59am.
