Baggage lost

I was Visiting to my parents and to attend my cousin's marriage back in India on Dec from Nashville, TN to New Delhi, India. I was having my American Airlines flight from Nashville to Chicago and then from Chicago to New Delhi i was having flight from Air India.
It was a good cold winter here as well as in India, so was carrying a good amount of winter clothing's with me.

After taking off from the Nashville Air port, the pilot found that there was some problem with the flight and we have to land immediately back. The plane was evacuated and the luggage was also transferred to another plane. After some 3 hours of deal we were again make to fly by the same old plane.

After reaching Chicago, When i went back to collect my baggage, i found out that my baggage has been delayed. So I immediately contacted the baggage claim service and informed them. First they let me to wait for half an hour and then asked for the description of my baggage and latter in gave me the file locator number. As i was moving out of country, the officer at the baggage claim asked me to address where to send the baggage after found.

While all this was happening, i lost my next connected flight, air India, to New Delhi. So I have to stay overnight in Chicago in a hotel which was paid by the American Airlines.

After reaching my home, India i contacted the customer services and other numbers to inquire about my baggage, they told me as the baggage has been delayed for more than 8 days, i have to fill property Questionnaire for them and send it to Cental Baggage service department.

I got the property Questionnaire after 20 days, i send the filled property Questionnaire to the central baggage services. I did not hear any thing from them for more than two months even after making calls on alternate days. First of all no body replies back nicely as if it was my fault that i was traveling by American Airlines and lost the baggage, secondly, I was sick of calling them now and then. I spent a lot of money of phone calls. My efforts, time, money everything was just waste.

Put your self in my shoes and think. After years of time period, you are visiting your parents and attending a marriage ceremony and your are loosing every thing your are traveling with, Money, cloths, gifts shoes means everything. What you are going to do?
Finally after two months they told me that it will take them three months to validate the report and then make a decision.

I did some research and 'According to paragraph 3 of section II of Title IV of FAA code, if your luggage is delayed for four days, you have the right to a full refund of the fare you paid for your flight as well as vouchers for 4 additional filghts, plus full compensation for the lost luggage.'

After two more months they send me a cheque of $725 compensation and told that is every thing they are going to reimburse me. According to my questionnaire i have lost things of almost $6500.

I am helpless. Please
I am still not able to buy the things what i have lost..

So, is there an one who can help me in this regard..
