Air Parcel Express/Conterm Consolidation Services / Freight Calculator Breach of Duty, which by the way has nothing to do with SCAM, knowingly exposed me to a substantial loss, which any reasonable person in the same situation would clearly have realized. It has been seven months and Air Parcel Express has failed to compensate me for losses due to their companys incompetence.
This complaint arises due to Air Parcel Express (APX) sending my cargo to the wrong country. On the 8th of April my cargo was shipped to Riga, Latvia instead of St. Petersburg, Russia.
The contract given to me by Air Parcel Express (APX), clearly stated the Port of Discharge was to be in St. Petersburg, Russia.
I was accepted to live in Russia in November. The charges by customs in Russia for household goods were to be minimal do to the fact that I am married to a Russian citizen. APX contracted Conterm Consolidation Services to ship my cargo to Russia. Penta Maritime Agencies Ltd, was contracted to transport my cargo from Riga, Latvia to Russia. APX did not inform me that my cargo was going to be transported from New York to another country and then transported by truck to the original destination, which was at the Port in St. Petersburg when I agreed to the Contract with APX. APX informed me that my cargo would arrive on the 8th of April. On the 5th of March I was emailed an insurance contract from ACIS Cargo Underwritting Agency Ltd. (acis). The insurance certificate informed me that my cargo was being sent to St. Petersburg, Russia and if damage occurred to cargo a Surveyor in St. Petersburg should be contacted. APX did not inform me at the time insurance was purchased on the 14th of January that there was a $500 deductible if my cargo was damaged. On the 6th of April Penta Maritime Agencies contacted me to inform me that my cargo would be arriving on the 7th of April in Riga, Latvia. I had to cancel train tickets to St. Petersburg due to my cargo being sent to another country. On the 19th of April I took a train to Moscow. I had to be at customs on the 20th of April to present documents for my cargo. I incurred extra fees due to my cargo being shipped to the wrong country and having paper work, which was incorrectly filed out in Riga, Latvia. Due to several mistakes on APX behalf, I had to spend three days in Moscow paying officials to redo paperwork to get clearance to have my cargo sent to Belgorod, Russia. I was at customs for two days, 16 hours before finding out that 2 of the 10 crates sent to Russia had been damaged. I was not able to exam damage at customs in Moscow. I was only allowed to take photos of the crates. When Penta Maritime Agencies Ltd unloaded my cargo in Riga they failed to inform me that one of my crates was severally damaged and that a second crate had minor damage. Before my cargo was transported from Riga to Moscow I was having problems with the manager of Penta Maritime Agencies Ltd. The manager threatens my wife twice on two phone conversations saying to my wife that drugs could easily be placed into my cargo. I was accepted to live in Russia this past year, so the charges by customs for me were to be minimal. The fees in Belgorod, Russia, by customs was zero and storage for the day was half the normal cost, which came to 1291.20 Rubles. This is because I had special documents to live in Belgorod Russia and because my wife lives in Russia. I had to pay Penta Maritime Agencies a fee of $633.54 for cargo being delivered to the Port of Riga instead of he Port in St. Petersburg. Because paperwork was done in Riga Latvia it had to be redone in Russia before my cargo could be inspected by customs in Russia and before it could be transported through the Russian Federation. I could not go through customs in Moscow because the Port of Discharge was in another country, Riga, Latvia instead of the Port of Discharge in St. Petersburg. The paper work from Riga had several mistakes, which forced me to pay extra for a special transport truck from Moscow to Belgorod. The trucking cost was 12885.36 Rubles. Customs paperwork in Moscow cost 8114.64 Rubles and storage fees at Moscow customs cost 15978 Rubles. The total cost that I would not have had to pay comes to 36978 Rubles. I would also not have had to pay the fee of $633.54 Penta Maritime Agencies Ltd.in a letter to the Better Business Bureau the Director of APX writes the following:
Dear BBB:
The CARRIER "CONTERM" is at fault as they did not follow our instructions and did not follow what they confirmed... We are in the process of making amends and correcting the situation with the shipper by forcing the carrier to respond.
